COMMUNITY HEALTH OFFICERS- JULY 2022
1. Eligibility and Qualification Criteria
a. B.Sc Nursing/Post Basic B.Sc Nursing with integrated Bridge Programme of Certificate in
Community Health course in curriculum from a recognized Institute/University. Registered with
Punjab Nursing Registration Council.
or
b. B.Sc in Nursing/Post Basic B.Sc Nursing from a recognized Institute/University with 6 months
course of Certificate in Community Health from a recognized Institute/University. Registered
with Punjab Nursing Registration Council.
or
c. Ayurevedic Practitioner (BAMS) from recognized University or Statutory State Board and
Enrolment on State Register or Central Register of Ayurveda with 6 months course of Certificate
in Community Health from a recognized Institute/University.
or
d. B.Sc in Nursing/Post Basic B.Sc Nursing from a recognized Institute/University. Registered
with Punjab Nursing Registration Council.
or
e. Ayurevedic Practitioner (BAMS) from recognized University or Statutory State Board
and Enrolment on State Register or Central Register of Ayurveda.”
For qualification at “d” & “e” mentioned above, candidates will have to undergo 6 months BPCCH
course from IGNOU sponsored by NHM Punjab. Candidates who successfully pass 6 months Bridge
Program (Certificate) in Community Health will be appointed as Community Health Officers (CHOs)
2. Candidates should have passed subject of Punjabi upto Matric standard
3. Consolidated salary:- Rs. 20000/- + incentive upto Rs.15000/- (incentive based on performance) per
month.

5. Age Limit: Candidates should not be below 18 years and above 37 years of age as on 1
st Jan 2022.
(01.01.2022). Age relaxation as per the rules of Punjab Government.
6. Examination Fees
General & others categories: - Rs. 1000+18% GST= Rs. 1180/-
Scheduled Castes :- Rs. 500+18% GST = Rs. 590/-
7. Methods of Recruitment:-
Written test of 100 Marks shall be held and a common merit list shall be prepared of the
following candidates based upon marks obtained in the written test:-
i. B.Sc Nursing/Post Basic B.Sc Nursing candidates with integrated Bridge Programme of
Certificate in Community Health course in curriculum from a recognized
Institute/University.
ii. B.Sc Nursing/Post Basic B.Sc Nursing or Ayurevedic Practitioner (BAMS) candidates
having Bridge Programme of Certificate in Community Health from a recognized
Institute/University.
iii. B.Sc Nursing/Post Basic B.Sc Nursing or Ayurevedic Practitioner (BAMS) candidates
Candidates as mentioned above in “i” & “ii” will be directly appointed as
Community Health Officers. They are not required to undergoing 6 months bridge
course in Community Health form IGNOU. They shall be given on job training.
Candidates as mentioned above in “iii” will have to undergo 6 months BPCCH course
from IGNOU sponsored by NHM Punjab. Candidates who successfully pass 6 months
Bridge Program (Certificate) in Community Health from IGNOU will be appointed as
Community Health Officers (CHOs).
8. Minimum Passing Marks:-
a. The minimum passing marks shall be 35% for all categories (reserved and un-reserved categories)
in written test i.e. 35 Marks out of 100.

10. Terms and conditions:
Post will be on contractual basis initially for 1 year to be renewed on the basis of work, conduct and
performance every year.
Only those candidates who have passed Punjabi subject in Matriculation standard are eligible to apply.
The SC/ BC Category certificate should be in accordance with the instructions of the Department of
Welfare Punjab.
The Ex-Serviceman, Freedom fighters, Persons with Disabilities and Sports persons categories should be
in accordance with instructions of the Concerned Department as per the followings details:-

As per the Punjab Recruitment of Ex-Servicemen Rules, 1982
Freedom Fighters, Punjab The requisite certificate issued by the Deputy Commissioner of the
concerned district. as per the instructions of the Punjab Govt.
Sports persons, Punjab He/she belongs to the State of Punjab : and
He/she has won first, second or third position in team or
individual events while representing the State of Punjab in a
State Level Championship in any of the discipline affiliated
to the Punjab Olympic Association organized by the State
Level Federation.
The certificate regarding gradation issued by the Director,
Sports Department, Punjab.
General (Economic
Weaker Section), Punjab
Income & Asset Certificate issued by Department of Social Justice,
Empowerment and Minorities Govt of Punjab. Annexure “II”
Persons with Disabilities Only those persons with "Benchmark disabilities" would be eligible
for reservation. According to Section 2 (r) of The Rights of Person
with Disabilities Act, 2016, "Person with Benchmark disability"
means a person with not less than 40% of a specified disability
Candidates applying under the above-mentioned post should have these certificates before last date of
filing the applications.
Candidates should select their categories carefully. The category once selected by a candidate will
not be changed under any circumstances.
The State Health Society (NHM) will hold no responsibility if any entry in the online form on Baba Farid
University’s website is incorrectly made by any candidate and he/she can be declared not eligible due to
wrong entry of his/her credentials. It is advised that all entries are cross checked by candidates themselves
before finally entering the data. No request for change in category later shall be entertained.
Educational qualifications must be from a recognized University/ Board as per details mentioned against
each post. Candidates must pass the requisite educational qualification on or before last date of filing the
application.
11. Terms and conditions for candidates who have to undergo the requisite 6 months Bridge
Programme Certificate for Community Health course from IGNOU:-
i. Candidate will undergo Bridge Programme (Certificate) in Community Health conducted by the
Indira Gandhi National Open University (IGNOU) (hereinafter referred to as “Programme”),
which is a programme of six months duration. The Candidate shall complete the programme
successfully in all aspects within the stipulated six months period or within the extended period as
per IGNOU norms.
ii. National Health Mission Punjab shall provide support for IGNOU fees and other training related
costs. Candidates shall be given stipend @ Rs. 5000/- per month during the course period.
iii. After successful completion of the course, the successful candidates will be posted at the identified
Sub–Centres /Primary Health Centres as Community Health Officers and will receive additional
increment for working as Community Health Officers.
iv. Maximum Limit of Sponsorship:-
Candidates shall be provided support for IGNOU fee (covers study material and counselling fee),
transport expenses, etc as part of the sponsorship for the Programme, as per applicable norms.
However, this support will be provided only for one tenure (i.e; the period from commencement
of the course till the final Term End Examination conducted for the concerned batch by
IGNOU for the first time). No support shall be provided to the candidate for any successive
attempts to successfully complete the programme.
v. No Permanent Absorption in the NHM
a) After successful completion of the Programme, the candidate will be eligible for
deployment as Community Health officer, (CHO) at Health & Wellness Centre
(HWC)/Sub Centre.
b) The deployment of the candidate as CHO will be purely on contractual/conditional basis,
and the candidate will have no right to claim for appointment on permanent roll in State
Health Department/State Health Society or permanent absorption.
c) Contractual/Conditional placement and posting thereof to any Sub Centre/Health &
Wellness Centre within the State, will be at the discretion of the competent authority.
vi. Surety Bond
a) The candidate shall sign and submit a Surety Bond in the prescribed format on Rs. 100/-
Stamp paper (non-judicial) to complete the Bridge Programme (Certificate) in Community
Health and to serve the State Health Department/State Health Society or at the discretion
of the competent authority to serve any other clinic/hospital/nursing centre etc. of the State
Health Department for at least three (03) years (number of years as decided by the State)
after successful completion of the Programme. In case the candidate fails to complete the
Programme successfully (within the programme period agreed by the competent authority,
including extensions, if any) and/or serve the State Health Department/State Health
Society for the stipulated period of three (03) years thereafter, Candidate and Candidate’s
surety shall jointly and severally compensate the State Health Department/State Health
Society for IGNOU fee, transport expenses, etc. paid during the Programme period and
expenses incurred by it on account of and in connection with Programme and this amount
will be recovered from Candidate and/or his/her surety, if Candidate leaves the State health
Department/State Health Society within the Programme/bond period. However, the total
amount recoverable under this clause shall not exceed Rs.200000/- (Rupees Two Lacs
only). Further Candidate will be required to serve one month advance notice while on
contractual/conditional employment, or pay salary (notice pay) in lieu thereof in addition
to fulfilling the obligations stipulated in the Service Agreement Bond/Norms of the state
Health Department/State Health Society. Candidate may note that Candidate shall not be
allowed to apply for the Programme without the Surety Bond completed in all respects.
b) Candidate shall not be released during the Programme period or during the period of
operation of surety Bond for any employment elsewhere. Candidate shall not apply for
employment elsewhere during the Programme period or bond period thereafter, without
the prior permission of competent authority. In case candidate has already applied and/or
appeared in any such test, interview etc. before joining for the Bridge Programme, in the
event of candidate’s selection, Candidate shall not join the new organization, unless
Candidate has fully complied with the terms and conditions of the Surety Bond.
vii. Along with acceptance of the offer, the Candidate is required to submit the duly filled application of
admission to the Bridge Programme (Certificate) in Community Health (to be obtained from the
IGNOU Programme Prospectus) along with following documents:- (a) Attested copies of Mark-
sheet and Certificate of relevant qualification as per eligibility criteria as mentioned in the Student
Handbook & Prospectus. (b) Attested copy of proof of date of birth (10th/ Madhyamik/ Secondary
Certificate) (c) Experience Certificate (Wherever applicable). (d) Caste Certificate (If the
candidate belongs to SC/ST/OBC category). (e) Duly filled-in identity Card (available in the
Student Handbook & Prospectus) with recent passport size photograph. (f) Duly filled-in
Acknowledgement Card (available in the Student Handbook & Prospectus) with requisite postal
stamp.
viii. General
a) The Candidate will anytime be subject to the terms and conditions of his/her employment,
including the Conduct, Discipline etc. and such other rules and administrative orders that
may be in force from time to time during the Bridge Programme too.
b) The above terms and conditions are not exhaustive and this offer is subject to the
understanding that during period of Programme and subsequent service
(contractual/conditional), candidate will be governed by the relevant rules, regulations and
administrative orders that are framed from time to time.
c) As the Programme is conducted for a whole batch, and not for individual candidate,
extension in joining time will not be granted formally as no deferred batch is planned.
Hence, the candidate should join on the scheduled date itself. Else, the offer may be
subject to cancellation and withdrawal without further notice to the candidate. However,
the competent authority/MD, NHM may grant suitable extension in joining time on a case
to case basis.
d) Candidate will honor and observe the State Health Department/State Health Society’s
vision, mission and values at all time to maintain high esteem of the State Health
Department/ State Health Society.
ix. Legal Matters any legal proceeding in respect of any matter of claim or dispute arising out of this offer of
selection shall be instituted in the court at Chandigarh in Chandigarh only.
12. Terms and conditions for all candidates:
a) The deployment of the candidate as CHO will be purely on contractual/conditional basis, and the
candidate will have no right to claim for appointment on permanent roll in State Health
Department/State Health Society or permanent absorption.
b) Post will be on contractual basis initially for 1 year to be renewed on the basis of work, conduct

f) Candidate should not be suffering from and medical disability or illness, which is likely to hamper
candidate’s selection, including posting at Sub Centres/Health & Wellness Centres. In case it is
detected at a later stage the candidate had concealed any information pertaining to candidate’s
medical status, the State Health Department/State Health Society will be forced to cancel the offer
of selection. In case of such evidence coming to light after candidate’s joining, candidate’s
g) services (contractual/conditional) will be liable for termination without notice at any time
and candidate will accordingly cease to be in the employment (contractual/conditional) of
the State Health Department/State Health Society. .
h) Postings under the State Health Department/State Health Society are transferable. The
State Health Department/State Health Society reserves the right to post candidate at any of
its Sub Centres/Health & Wellness Centres within the State, if needed.
i) The offer of selection is liable to be withdrawn at any point before joining and if joined,
liable for termination without notice, if competent authority comes across any
evidence/knowledge that the qualification, caste/category and/or any other particulars
indicated by the candidate in his/her application/personal resume/other forms/formats
submitted to the competent authority are not recognized/false/misleading and/or amounts
to suppression of information particulars/facts, which should have been brought to the
notice of competent authority.
j) Inadvertent omission or commission or mistakes, if any, appearing in the offer of selection
are liable to be rectified at any time before or after joining to bring the terms and
conditions of offer in accordance with the existing policy/rules and regulations of the State
Health Department/State Health Society that may be in force from time to time.
k) The above terms and conditions are not exhaustive and this offer is subject to the
understanding that during period of service (contractual/conditional), candidate will be
governed by the relevant rules, regulations and administrative orders that are framed from
time to time.
The vacancies may increase or decrease at any stage of the screening process. Mission Director
NHM reserves the right to cancel the entire process at any stage without issuing any notice or he
may cancel screening process due to administrative reasons.
